Technical cooperation between AGEMS and Sefaz modernizes tax and duty examination in MS

The partnership between AGEMS (the Governmental Agency for Regulating Public Services) and the Department of Foreign Finance (Sefaz/MS) will allow information from freight vehicle lane records to be shared in granted highway toll yards, ensuring the correct exemption tariff for each suspended axle and curbing tax evasion. The agency’s CEO, Carlos Alberto de Assis, highlighted that this is another modernization product launched a year ago, to improve deliveries to the community. “When we came to AGEMS, we talked about a digital agency, about making people’s lives easier and taking another step in that direction. We have to be better and better because we are present in people’s lives, in their homes, in the daily lives of many people, observing various public services.”

Sefaz will provide information on Tax Document Electronic Data (MDF-e) that has not been closed at the time of the consultation carried out from the freight vehicle license plate executed by the franchisor. This control ensures compliance with the exemption from duty for suspended axles in freight vehicles running empty in the Mato Grosso do Sul region.

The data is provided by the national operator system – ONE for countries, which is a national data system between departments of finance. This interconnected system is managed by the Minister of Finance of Rio Grande do Sul, which is why it is called SVRS (Sefaz Virtual do Rio Grande do Sul).

The SVRS system is used at the national level to integrate electronic tax documents from tax departments with various vehicle identification technologies on Brazilian highways.

MS-306 is the first highway granted by the Mato Grosso do Sul government, so the cooperation initially covers this route and the responsible concessionaire, Route 306, but the agreement will also cover future concessions. The company’s president, Paulo Lopez, said he believed this would be a successful case for the management of Mato Grosso do Sul, showing innovation in the way the state is overseeing.

The franchisor is working to increase the number of cameras, strengthening the project structure of the partnership with Sefaz.

Implementation of the agreement enhances work performed by AGEMS, the highway concessionaire and state tax authorities:

For AGEMS, there will be a significant gain with the expansion of ticket records in electronic inspection systems from the addition of dozens of new equipment connected to the MDF-e system;

On the other hand, Sefaz/MS will have access to more ticketing equipment and ticket records ramifications on the electronic invoice, making it impossible to cancel the documents in which the physical circulation of the goods covered by the respective electronic tax documents has been determined;

AGEMS-supervised highway concessionaires who connect their equipment to the Treasury system are expanding duty-free inspection of axles that are hung in empty freight vehicles.

For AGEMS Highways Manager, Matias Gonsales, the collaboration is a simple project, with great results. It sums up: “Essentially, we will exchange information, thus ensuring that we collect what is fair, in taxes and fees.” The idea then is to move the partnership to another supervised service, passenger transport, using the SEFAZ monitoring system, which is expanding.

At the request of these professionals to AGEMS and the Secretariat, the information exchange is celebrated by the Federation of Tax Inspectors (Sindifiscal/MS) and the Federation of State Revenue Tax Auditors (Sindifisco/MS). Francisco Carlos de Assis, President of Sindifiscal, praised, “Through the exchange of information, intelligence is created and with intelligence, productivity is built.” “We just have to congratulate the agency,” added Cloves Silva, of Sindifisco.
